Professor DeGuzman Visits FSU

Dr. Raul De Guzman and his wife visited the Askew School on Friday April 15th as part of his 50th reunion activities at FSU, and gave a talk on his career, and the development of public administration in the Philippines and the entire East Asian area. One of the School’s most eminent graduates, we have named our annual award for the best doctoral paper the De Guzman award.

Known as the Father of PA in the Philippines, Dr. De Guzman received his doctoral from the FSU School of Public Administration in 1955. After working in Washington, DC he went back to the Philippines and served as Dean of the Institute of Public Administration which developed into the current National College of Public Administration and Governance at the University of the Philippines. He also was the founding director of the Local Government Center that worked closely with practitioners to teach them professional management practices. In a book-long history of the National College, the years that Dr. De Guzman was Dean are described as “years of active networking with the academe in the University and abroad as well as with public administrators.” One of his personal research topics was addressing corruption in government. Finally, Dr. De Guzman served for over a decade as Secretary General of the Eastern Regional Organization for Public Administration (EROPA) bringing together all the East Asian countries in annual conferences, and through the Asian Review of Public Administration which EROPA began under his leadership
